The secondary regulator is meant to provide adjustable pressure to an individual product from the primary regulator.
The primary regulator attaches to the gas source and regulates outgoing pressure from it. The gas line could go directly from the primary regulator to the product or it could go to one or more secondary regulators. You may then set individual pressures to individual products with the secondary regulators.
In a commercial setting every beer line should have its own secondary regulator as different beers require different levels of pressure for their individual Co2 levels.
